Functions:

• Responsible for the general supervision and control of all programs, projects, services, and activities of the province and exercises over-all supervision over the offices that are charged with the implementation of such programs and projects;
• Initiates measures to maximize generation of resources and revenues needed for the execution of the development plans, program objectives and priorities;
  
• Has the authority to ensure the delivery of basic services and facilities; and
  
• Strictly enforces laws and ordinances relative to the governance of the province.
